Why can men go shirtless but women can't?

I myself feel that shirts are overrated. If given a chance, I would love to feel my boobs some air. What are your thoughts bout it? At the same time, I don't like to have my bottom exposed. I would wear a jeans/ trousers or shorts that doesn't reveal my butt.

I think it would initially cause problems, then it would normalize and it would be okay. Boobs make men dumb and i think there would be a shift in power, via lack of cognitive ability in men to respond. I would love to see that, it would be hilarious, I also think it would be dangerous for women though. I am from India, and there is a ban on toplessness, but if you see, temperatures in India are nearly 40 during the year , if I come from work, the first thing I do is go topless, and would stay like that half a day, and sometimes, outside , I feel too go topless, or at least unbutton my shirt a bit, but the law comes in the way, and...
