Yeah top boob is de riguer very nearly. Bottom or side boob is fine. I'm not so sure it is nipple revealing that is the the dividing line because braless women are usually showing enough of theirs that it is no mystery.

I think it is older women with saggy breasts that are enforcing this standard. I've noticed that as soon as women hit 30 they start getting critical of what 20's women are not wearing.

In Ontario, Canada the law says that women can go braless and topless if the weather is hot and it's uncomfortable to have a top on. A few women did it out in the streets and at the beaches back when the law was first passed but I never see any women taking advantage of that law now.

If you someday move to where it's legal, you wouldn't get arrested. Yes, you would get laughed at the same way men our laughed at. Mens chest doesn't change much during puberty. Women's breasts are attractive to people. As well, women's breasts are very sensitive and are usually used to stimulate arousal, or fiddled with during intercourse.

That is, they are pretty much a sex organ. We cover sex organs in public.

Most people have never seen a topless woman walking around despite it being legal in many places. In this respect it isn't normalized. If women decided to go topless, it would become the norm in a couple of years. It would take the power of taking pictures and ruining the women's future away. I don't think enough women will be brave enough to make the change and I can't say I blame them. But, that's the "why"

I am not refering to other people getting aroused by looking at something I am refering to the thing itself getting aroused, penises and vaginas get aroused therefore they are private, women's nipples get aroused therefore they are also private, men's nipples don't therefore they are not. This doesn't mean women can't breastfeed in public, but it still seems logical for women to otherwise keep them covered in public.
