Women have more private areas than men. We cover our private areas in Western society. Simple.

In Japan here, public breastfeeding used to be commonplace when I was growing up in the 80s, and not discreetly. When I was boy, women would whip out both of their breasts to feed the babies. Our onsen (public baths) also used to be largely coed with naked men and women bathing together.
Something seemed to change in the 90s and onwards where women felt need to cover up. I don't know what it was exactly but I'm thinking more influence from the West. Like Hollywood films will rate a movie R if it shows women's breasts, even in a non-sexual context. And Western strip clubs started to become popular in Japan where topless women dance on poles. The breasts became far more culturally sexualized.
I think that's also why I don't get so excited going to topless bars. My Western friends have taken me to topless bars and they seem to get so horny but I just think the women are lovely with nice bodies dancing on the poles.
Japanese always sexualized the genitals even when I was boy and it was always considered inappropriate back then to expose those in public. But not so much women's breasts. The idea of sexualizing women's breasts so much seems to be something of a Western influence.

For it being sexist, I am iffy about it if you want to be technical (I can see arguments for either or). Women's chests are very different from men's, since boobs are very sexualized and their bodies overall are across the board, so I do think it's very different.
Also, I would fear for women who'd go shirtless to become victims of SA, since it could make them a target for creeps. I imagine many women would already fear it themselves, so there'd be a lack of it. However, apart of me does feel like it should at least be an option.

Like I've said millions of times to this type of question. I am 100% for women to do so but you honestly as a woman would never want to do this even if legal. It's been legal for women to be topless - i. e. nude from the waist up - in outdoor public places in my province of Canada since 1996. Although, other than at nude beaches, no one does it. First is the literal interpretation, which would be without a shirt and thatâs fine I guess. It isn't fair, and it's probably sexist (I voted as much too), but I wouldn't put it all on men. I think we as a society have decided that boobs are sexy, and while I do love boobs, it is silly. If you look at some pretty women in cultures where they don't hide their tits, there's not really anything sexual about it, because they're not making it a thing, and we know it's just the norm for them.

Well Im from Spain and here things are different I guess... women can go topless in the beach but most of them prefer wearing the top, I would say that 1/100 women prefer doing this in public. Honestly this is the law. If you asked your average man who doesnât make these laws sure weâd say go for it. Now thatâs looking at it from a sexual perspective. Of course yes being a hypocrite I donât want to see a girl whose tits are ah going down to her belly button or women who are grossly overweight, etc, etc. But if the cute ones can do it, to be fair sure the ugly ones can to you just donât look. But then in western culture womenâs tits are sexualize so men are going to look to which women are going to complain. Now over time maybe it just becomes normal so we wonât look as much. It's natural, women have to cover both upper part and lower body part. While men have to cover only the lower part. If women start going topless all men would stare at the upper part, breasts. You know, all men are attracted to breasts naturally. Girls / women's breasts are the most attractive body part to me. This is what makes women look more feminine. In It's France it's more the reverse that is happening cause women can wear tiny crop top that look like bra but men are forbidden from walking around shirtless (is only ok in their house and garden) but if you try this in the street the police will ask you to put a shirt on.

I go to beaches and resorts where most girls are topless as I prefer it and don't understand why males can go shirtless but females can't. Everyone has boobs! In the US, women can go topless if they wish. There were several legal cases back in the 1970s where the courts ruled that men and women each have the right to go topless, so long as it was not done for prurient interest.

It is fair. Regardless of how you'd like to word your opinion, the fact is that the female body is totally different than a male body. The female body is an "INSTANT sexual turn on for men" and that is why in some cultures, right or wrong, they even recommend women covering their body in public. You need to be reasonable and know that by men watching women's tits in public, chaos will most likely happen and us as a society cannot have that. Don't blame the society for this. Blame whoever created us. We are programmed this way from the start. Just look what happens when a woman enters a public place wearing tight mini skirt or leggings and then bends over. IT is human science. Unfair, perhaps, but the fact is that it is there and it exists.

Example an amusement park in my city made an policy that all men should be wearing a shirt. Even though it's outside in a extreme hot weather. That's because many women were wearing see thrus. So the new ownership that brought the park many years back made that policy because of it.

Where I live in Ontario it's perfectly legal for a woman yo go topless in the summer heat. Although it's extremely rare to see any women taking advantage of the freedom the law allows them.
Bullshit. No man is going to complain at a woman wearing less clothing. Women are the ones who shame other women for being too revealing. If you want the law changed, it's women you have to convince, not men. That's probably why it will never change. Unfortunately, the US hasn't been able to shake loose the puritan religious dogma that infested this country centuries ago and continues today.
Once the US gets rid of more of it's prudish ideas about women, the better off things will get. Many states do have top free equality laws in place, but only in limited places or circumstances.

Men can only go topless in specific places. It's not acceptable everywhere and its really a dresscode thing not a sex thing. I don't think you belong to a road crew. Which is one of the few workplaces who accept topless men.
