Guy rejected me but I don't really understand why he acted that way before?

I had a huge crush on a guy for like two years, we were college friends. He did things like walking me to the bus stop (and then running for his own bus because he was late), would get nervous around me, watched me, and overall all the things that i thought guys do when they like someone. The biggest hint for me was that he would stare then look away when caught. He stared at me when he thought I'm not seeing it (and I wasn't doing anything, I was just exisiting without even paying attention to him) and it made me go crazy as I thought he's in love with me secretly. He would contact me but then pull away.

I confronted him after a few months of no contact and he said he never had romantic feelings for me, he only saw me as a friend and it was unhealthy of me to get so deep because of his "few stares" (he stared at me whenever he could actually). He said it's probably because he's awkward and he also simply likes to watch his friends. He said he probably looked at me as at a woman but very rarely and politely. He also said he had this time where he was thinking about us becoming a couple, but only because he was lonely and in the end he came to a conclusion that there is no chemistry between us and ignored my texts because he was scared of me giving him hints I liked him. According to him, he only sat with me because he wanted to have a friend to say hi to as he was socially awkward and new in the group. He befriended me only because we were similar; shy and had common interests.

I now totally believe he didn't have feelings for me as he never made a move and was inconsistent but why did he stare and get excited about me, even when he stopped all contact? And just overall why did he pay attention to me, message me when I was sick to ask if I'm okay and things of that sort? He even stared at me on the graduation day. I can't believe I was so wrong... He said he never sent me mixed signals as he didn't want to hurt me. Why do you do that, guys?

From your question, it sounded to me like he might have had a thing for you, but thought better of it (why? I cannot say) but that is how your question describes him to me

I’m not sure how many times you can post about this or what else we can possibly say. To me the most common sense answer is that people outgrow their crushes, but you feel like that’s impossible since you never personally experienced that. It’s also possible he thought he felt a certain way about you but ultimately didn’t, which you also never experienced so you don’t think is possible either. What else can be said?
