Are you even sure that that man was injured by a pitt bull? A pitt bull would probably ended his attack when the human diseased. That would have happened way before he was entirely decapitated. If he wanted to eat the human (which is VERY rare for a dog, unless severly malnourished), he'd be more likely to start eating at an other place then the neck after the human died. probably some part muchy like the stomach. The wound also seems to "short" for bite wounds, i'd expect more teeth marks and even more of a mess. Anyway, when I did my internship at an animal hospital, I met a lot of American Stafford (who are also supposed to be vicious). They were adorable and only wanted to play with me. Genes do play a part in behaviour (so only buy an animal at breeders with good recommendations!), but socialization plays a much larger part. So know where your dog comes from and who raised him! Pit bulls can be adorable, but like humans, they give to others what was given to them: love or violence.

I think some breeds of dogs have a natural disposition, you have to ask why does the owner want a dog that tends to be innately unstable and aggressive and dangerous? It's unnecessary. They should be banned, get a normal fucking dog! Not everybody is going to be responsible with them and the consequences are worse when it's bred for violent purposes, there are fairly regular articles in the paper when a dog kills a child and it's usually one of these pit bulls or something similar, usually owned by a scummy family. Even when they are raised properly they are still animals, they can't be trusted and it's not worth the risk. For practical reasons they should be banned, I don't care how many lovey doveys protest that it's a person's right to own an aggressive shit on a leash.
