It would most likely be proper sealing wax with his own unique embossed seal. This is a guess, as I didn't watch the vid.

It's sealing wax. Traditionally it's thicker than candle wax, with a similar melting point. Normally it would be a stick that he ran through a candle flame and then dripped onto the paper, then pressed with his seal.
