It's around 1020 licks, assuming you have a relatively long tongue and put some pressure on it while licking.

Factors that may change the number...
-- tongue length (or how much surface area you make per lick)
-- pressure per lick (whether you press down the tootsie pop or not)
-- what you consider the center (it can be difficult to tell at times when it actually reaches what constitutes the center)

At any case, I'd place the estimate at over 1000.
