In answer to the question of why people are dreaming about this man, I expect most of them today are dreaming of him because they've seen the picture.

The psychiatrist is a rubbish scientist; they should have made other, similar, sketches and basically performed a line-up experiment (without telling their colleagues which one was That Man). If that face had been chosen significantly more often than the others, then they would have had a real story.

Nope. Pretty sure it's just some sort of trick... make up a face, tell a freaky story of how multiple people saw them too.. Makes a psychological trick to your mind and say ''oh yeah I think I have''.
