For me there is a rule: long dress, cleavage. Short dress, closed. I do not see if it's a long dress but cleavage and legs make a slutty impression in my opinion.

My prom dress had about as much cleavage as the black dress. It was fine although I personally didn't like it as much. If you're fine with it then I say go for it.
