By definition that isn't self defense. That is assault.
Goading here involves antagonistic actions that are not in and of themselves illegal, so like calling someone stupid for istance. So if you are talking shit and talking about how you intend to harm someone even though you don't intend to act on it, that isn't goading that is illegal because it depends on how the person interprets what you say. Someone can even hit you and you might be within your rights to hit back, but if they back away or fall down or show they are no longer a threat you cannot continue to assault them because it is no longer self defense at that point even though they started the kerfuffle.
If the goading was done verbally, then yes. The person had all the power to handle the situation in a non-physical manner. They could ignore it or they could report it to someone who would be more qualified to deal with the conflict.
