No, it's just an old saying to make the bored person feel accountable for their own boredom (imo). Although, maybe it's a clever way to get kids to entertain themselves rather than admit to being bored. Everybody gets bored at some extent no matter what you do or how many friends you have. It is just a human characteristic.
