Is it okay that my sister watches me when I sleep?

I keep waking up to see my sister sitting on her bed watching me. It honestly creeps me out and when I confront her on it she ignores me acts like I didn't even ask the question.

If you two have an overall good relationship, it is perhaps an indication that something is not right with her. Some problem; or maybe some psychological trouble? If she does (or cannot?) tell you directly, you can try and find out indirectly.

Easiest would be a (unrelated) conversation a little later. Perhaps there is something that troubles her and the topic pops up while you talk about what she has been doing recently.
In the case that she suffers from something 'mental', I think that a 'self diagnosis' is risky unless we have studied psychology. But basic indications could be discovered (online tests or such) and next followed up with outside help.

Have you ever angered her to the point of her having some sort of grudge? It could also be that she may envy something she thinks you have and she doesn't. Try talking things out instead of ignoring the problem.

Well, she's older then you sure. The thing is she may be a protective sister depending on the situation. Is she mentally unstable or has a history of mental issues? If not do you have any sleeping issues or maybe night terrors? This is a very uncommon thing and I don't suggest chalking it up to just a protective sister because this is a common thing for people in mentally unstable states as well.
