It's actually man-made. Here's a simple way to make chocolate milk;

49° is just a geographic approximation of the limit of average temperature. It just has to get close to freezing at night. I suppose if you had a cookies n cream cow in the Gobi Desert, and it got very cold at night, the cow might make ice cream if it was in a particularly pandering mood.
