Adjusted for inflation, the production cost of an M1 Abrams is 8.92 million USD.
However I don't think this contains the price of the reactive armor. That adds a significant amount to the price. Sadly the fact is that without it, the tanks are practically worthless - any RPG or other HEAT projectile can easily penetrate the armor.
I don't know how much reactive armor costs, but the Russian T90 tank costs 2.5 million USD out of the box, and with reactive armor plating (T90MS) is costs 4.5 million. So it is reasonable to assume the armor plating is 2 million per tank.
That means Albania could buy:
15 M1 Abrams
37 T90MS
The T90MS is a worthy competitor for the Abrams in every regard, so I'd say the latter is a better deal, especially since Albania is closer politically to Russia, as far as I know.
That being said, this is the whole budget. There is no way to buy this many tanks - the budget also has to cover the wages and costs of the soldiers, the maintenance of other vehicles, and a million other costs.
And by the way before you compare this to WWII, where the Russians created literally 7000something tanks - remember, a modern M1 Abrams could potentially destroy 50 WWII tanks - better weapons, better ammo, better armor, computer aided aiming systems, guided missiles, reactive armor, etc.
Also, during the world war, the economy of all participant countries (and some neutral ones) were adjusted to war - as such, parts were mass produced, and costs went down drastically. Just in comparison, the very much capable M3 submachinegun (AKA the "grease gun") has a unit cost of 15 US dollars. The unit cost of a H&K MP7 is roughly 1750 USD. But I guarantee you, if there was a war, you wouldn't be issuing MP7s to soldiers, because most of them can't even use it.
169 million? For the M1A2 SEP Abrams youd get about 19 of them for that price. Of course that doesn't include the crew, munitions, fuel and transport to the combat zones.
