I think the best way to break the news is to approach them slowly. Arms behind your back and not crossed. Smile without breathing in, then take off your right shoe. Say "Oh boy, I can't believe I wore these stinky shoes today! Whew! Can you smell them?"
They'll say no. Then you say, "Well I wouldn't imagine you could. You're pretty far away." Then say, "Plus it'd be pretty hard to smell my shoes cus your mouth is so much closer to your nose." I think you walk away at this point. And yep, you're actually gonna take your second shoe off instead of putting the other one back on. This is gonna bewilder them, but it kinda shows you're taking one for the team in their eyes. Give them time to go freshen up without leaving a bad taste in their mouth cus you put yourself in the line for them.

Honestly, I think the best way is to just give them a gum. If they refuse it, just insist "Just take one, PLEASE!" If they still don't want it, and if you are really good friends with that person, I would gift them a huge box filled with toothpaste tubes, toothbrushes and mouthwashes, a supply for at least one year or more. I would do that, just for their reaction. And, months later, when I smell their bad breath again I would ask "Didn't you enjoy my present?"
