Assuming that this is the official website of Cambodian law-enforcement… www.police.gov.kh (re-directs to a. com website for some reason) consider forward the e-mail the info@police.gov.kh mentioned at the bottom of the screen… unless you can read the Cambodian (I can't) and can find a more direct contact-info for more-relevant division (like an anti-cybercrime division). Or contact A. S. E. A. N.'s law-enforcement mutual-assistance web, ASEANAPOL: http://www.aseanapol.org/information/cambodian-national-police (Cambodian branch) via the mentioned e-mail address (aseanapolsec@aseanapol. org ).
If you're in the U. S. (like me), the Union-wide F. B. I. or State-police seem best suited to address this crime, than local law-enforcement… https://www.ic3.gov/default.aspx (the F. B. I.'s "Internet Crime Complaint Center" or "IC3" site)

A few years ago there was a massive data breach and millions of email addresses and passwords were exposed. I changed all of mine when it happened, but to this day I still get scam mails saying "your password is? I put a keylogger on your computer and took control of your webcam, blah, blah, blah." It's all B. S. I simply respond that "No, you are incorrect on all points, but you were also unfortunate enough to try to scam someone who has contacts at the FBI (true) and InterPol (a stretch). Enjoy prison."
As any scam, being a bit less retarded than average is enough. I got 3 of those mails. Telling me they knew what kind of weird sites I've been visiting... while the weirdest was probably pornhub. And telling me they had my face through my hacked webcam to prove it was me. While I don't have a webcam.
It's simple, peeps. Don't be stupid and you'll see the reality.
I get stuff like that to but its usually already marked spam before I get them. I opened one just to see what the scam was. It was so funny to me how desperate people how gotten.

I've had that too. They did actually have the right password but it wasn't for Facebook. It was for something I don't even remember but I remember using that password. I wonder how do they get the password. I just deleted it

Well, technically, if you've ever masturbated in front of a laptop with a built-in camera that wasn't covered or have a security system in your house with cameras, or something like that. Those cameras can be hacked in to and turned on without your knowledge.
I get those all the time. People aren’t sitting in front of huge laptops with webcams to masturbate. They’re using phones and tablets. There’s no way hackers could record you jerking off.
