Yes they can, the ones that are average or even ugly tend to have more personality and also tend to be more down to earth and respectably.
Me personally I tend to prefer a girl with personality that is average compared to a girl that has no personality and rude that is good looking. (Obviously the world isn't black and white and there are many nuances that must be considered).

Cuteness for me means that everything looks like it belongs there. A cute face on an ugly makes her not cute but most girls are cute and most girls think they aren't. You are all cute and beautiful even if only a few see it that way.
