Is being dishonest worse than being dumb?

No, not all the time.
If you’re talking about negligence, you can be dumb and get someone killed.
If someone asks me how tall I am and I say I’m one inch taller than what my actually height is then I was dishonest. You can see the difference in both situations.
If you’re talking about biologically dumb, whatever that means in the brain, then it is not morally the fault of the person who is dumb. In this case, it’s more morally culpable to be the dishonest person because we would attach more intentional/free will to misguide people onto him/her. If you’re asking me which I would be, I personally would be dishonest out of my own “free will” as opposed to biologically dumb. At least I can have more range to choose from to be dishonest in, whereas if I’m biologically dumb, the world becomes an infinitely more difficult place. Now, we’re not talking about anomalies of human beings where they may be considered “dumb” in the traditional sense but have extraordinary abilities or a high IQ.

Being dishonest is a choice and it can hurt people. Its toxic. If someone is not highly intelligent but is a good person? Way way better.

Dumb people aren't harming anyone intentionally. They're sometimes innocent and caring.
But dishonest people are a scum to humanity.
Criminals and dangerous people are dishonest.
Ignorant ones are dishonest because they can't face the truth. If everyone becomes dishonest then this world will end and people will end up stabbing each other in the backs.

Other, it depends on the situation. Being dishonest can be the right decision in certain scenarios. Telling a young child that their parents were murdered is too much, being dishonest could comfort them until they are more prepared for the truth.
Being dishonest against scum can be the right call, telling them that the police is on their way for example.
Being dumb, or probably more relevant; ignorant. That doesn't have to matter at all, but it can. For example, neglecting a child because you didn't know something would hurt them. Bringing lilies to the house with someone that owns cats. Etc.

Life is almost never black and white.

No, because no one owes you honesty (even if it'd be nice). Being dumb is bad though, but dumb people can't help being dumb (and a good 90-95% of humanity are dumb, if I had to take a guess). So they're both equally the same.

Being dumb can be annoying sometimes, but if they are a good person, normally, you can overlook it or try to inform someone about their dumb mistake. Being dishonest means they intentionally wanted to hurt you or be an asshole.
