I don't even pay attention to which way it is. I just throw it on there

Maybe it was how my parents did it. Or maybe it seems to be the way I waste less paper. But, I have no statistical documentation if either way is better.

Over is the only correct way to do it. If it's under, then it'll get ripped trying to drag it out from under it's own weight pressing down on it.

I do it either way, it depends how the roll comes out of the package.

I originally discovered this when the baby came and I had to tidy him and the hopper.
Now I use it exclusively. The only time I use someone else's paper is away from home.

You never "get it all" with paper. Now I do.
