Under is preferable if you have a cat or dog who goes in the bathroom and plays with the TP. Otherwise, I don't know why anyone would do under.

  Illegal my ass, you know you like it! After I bought my new house the first time my sister came to visit she said your toilet paper is on wrong & I said what the hell are you talking about. She said your toilet paper is under & I started laughing. Took her to my master bathroom & the toilet paper was over & then she started laughing. When I visit her I turn her toilet paper the other way, drives her nuts.

This question gets asked every few months. There have been studies, polls and analyses by several prominent universities, with the result that Over is preferred, since it keeps the paper from getting stuck to the wall, as it often does when Under is used.

Toilet paper?
I never use toilet paper. Never did in my life. It is just disgusting to just wipe and let it be.
I have always used a bidet (hand held). That is what cleans the best.

My choice would be Over, like a normal person. But I hear Under can make it more difficult for young kids to unravel the whole roll, like the puppy used to, so we hang it this way at home
