  You cannot "Own" a cat. If a cat lives in your house, he/she owns you. The cat will place the toilet paper in a way that is most convenient for him to shred it if he chooses to. If this happens, be sure to clean up the scraps when he is finished, and be sure to have a new roll to offer him lest you piss him off.
