ofcourse it's okay. if there's water, tea bags, coffee bags (small just for one cup) you can take them as well.

I am travelling a lot and I can assure you, some people take things which is just criminality in fact.

It's fine - if any of those things (other then pen and notepad) were used at all, they would have been thrown away anyway, as they aren't going to leave out worn slippers or used shampoos for the next guest. Those consumables are built into the price of your room. They aren't free - NOTHING is free - but you did pay for them as part of your room fee.

Now, the more consumables people use, the higher the room fee is going to be, so if you abuse the system, you'll be responsible for higher room fees for everyone.

Yes, it is okay to take the small toiletries that a hotel provides. If you don't take them they will toss them anyway.

In some expensive hospital to where I live they give the pillows and sheets away. because you paid for it. I remember my uncle have to pay $3k and they gave him pillow and sheets lol

Everybody takes shampoo And conditioner they’re like little Samples they are not even high-quality products there’s nothing wrong with taking a pen and a little tiny piece of white paper I do that all the time what if you need to write something down when you’re on the road it comes in handy

Towels and robes are not complimentary in any hotel. They might humour you, they might not call the police on you, but they will have to pay for new ones, sometimes at the last moment if there's a rush of new guests as well as towel and robe thiefs.
