No, but from the perspective the frozen person, I agree, it wouldn't make much difference. For example, in movies like "Idiocracy" and "Demolition Man", the central characters are cryogenically frozen, and then thawed out hundreds of years later, but it wouldn't have changed events too much if they were time travellers from the past.
I think *usually* it is assumed that time travel works both ways - so if you travel into the future, you would have some means of going back (not being able to at least avoids most of the paradoxes associated with time travel, like sleeping with your mother, and being your own father, or murdering your own grandfather, etc).
With the freezing scenario, there is only ever one "copy" of the person - you can't meet yourself in the future. If you were a true time traveller, your life would have continued uninterrupted (you wouldn't be in a cryo chamber) - you might have children, or you might even be dead already, if you travel far enough forward (think "Ghost of Christmas yet to come" in Dickens's A Christmas Carol).
It's almost more like the movie "Blast from the Past" (where the central character does physically age, but is completely cut off from the outside world) than true time travel.

That's not how either of those things work, kiddo.
You sleep and age, every second you're alive, even if you freeze, the corpse is still aging, just slowly. You would still age if you were to travel in time as while time would move, your body would still be alive and aging in the move.
Also, you cannot "stop" the aging process. Rather you can only really do three things, cosmetic i. e. look younger, surgical i. e. replace for younger organs, or extend i. e. make the organs last longer.
The first is as old as civilisation, makeup. the second has been possible these past couple of centuries - surgery. The third is a new or old one depending on your views, as it's basically prolonging life using external means.
Sleep without aging means you would never grow up! All physical developments like increase in height, change in facial structure and all takes place when you sleep. But if you don't Age then you will remain baby forever!
