no excuses from me...

I either tell people that I am busy because I really am busy... or that I do not feel like it, because I really don't feel like it

and people know this about me so they're okay with it... lol

besides that, I am one to rarely say NO, to friends... I usually am always on board with their plans

I would say that it's saying that they're really busy. It's just a way of saying that they don't want you around but they can't or don't want to tell you.
