Well... this is easy. Do you consider her someone you want to be friends with or not?
I have no idea if this is someone who you were actually friends with; or more like an acquaintance. I don't know if this is someone who was ever important to you or not. I don't know your relationship, or how you feel about her now.
But the picture shouldn't matter? Who cares about her having a bad picture? That's insane. Just crazy.
Whether or not you want to reconnect with this girl, should not be based (at all!) on the picture she chose. Take a step back, and look at how silly that would be.
