What would you think if a homeless man broke a 17 year old girl's arm after she tried to steal from him?

There's not really enough information to really make a concrete opinion on it.

But just going from the info we have available I think breaking her arm might have been going to far but at the same time he did have a right to protect himself from getting robbed.

It would depend upon the specifics. Did he break it out of spite, or was she brandishing a weapon and he did it while disarming her?
