Well, they are always depicted as having breasts, which are biologically necessary for nurturing live young, so I would assume they have live births.
If they laid eggs, then they wouldn't need to produce milk. The platypus being the only notable exception.
What a wonderful question & with all honesty I don’t even know how mermaids give birth but on the other hand I hear they like Semen.
Lay eggs that form into merbabies.
