But it turns out that whales and dolphins like music so maybe they just do it to communicate with their "pets" (and sailors getting lured to their deaths is just a 'side effect').

I've been a recreational sailor all my life.
Never seen or heard something on a rock other than plastic garbage, or a sea bird :)
Further, sailors aren't interested in girls who can't spread their legs.
The only time we encounter a singing mermaid is when we visited the harbour tavern, and had too much rum (which always is gone, b. t. w.)

Because if underwater their is no air for sound to propogate so they have to come to surface to sing and while singing you want to be relaxed and you can't be doing swimming and singing at once it's tiering
Sound propagates faster in the water. That's why whales sing.

Well technically whales don't sing but they hum. So maybe mermaids have a language that is based around hums so they can convey basic information to each other underwater but one they come up they can have a more detailed conversation.

Maybe their voice travels farther above water? It’s difficult to tell with no official anatomy. lol
Sirens, which are similar to mermaids, sing to lure sailors to their death. Some people might think they’re the same like they often do with fairies and pixies.
I suspect there are a few ladies here on GaG who are beautiful... but deadly to men.
