I used to play a lottery game on neopets using fake money and one strategy I learned is the treasure is always hidden in an unpopular place so if they program the roulette to favour certain numbers than choosing an unpopular number will have higher pay outs.

ha i just was taught this 2 nights ago and i won $1,700, the best chance to not lose it to be outside and the best chance to win big is to bet single numbers at higher and higher amounts while you are on a winning streak
