Could u get a credit card with a bad credit?

I believe you can get one by fronting $500 to it and then using it to regain your credit rating. In a way its like a debit card but it simply provides the lender security that you won’t run up a bill and leave them with it. This is something that new college graduates used to get and I am guessing they still do.

Possibly, I know when I had no credit history my first credit card came with a £200 limit but I have decent credit history now

Yes. I know people with bad credit who have $300 limits on their card. My limit is over $25,000.
