Is there a way to find out who owns a Licence Plate number over the internet?

Im having a hard time finding who is the owner of a car by internet through those free license plates free searches where you type the number and the state that belongs to or the state the person is driving the car fro,. For soem reason each time I type the number the site tells me "there is no record of the license plate" or ti also says "Unable to locate a vehicle with this license plate" Why is that? I mean I do have the license plate number as it is on the car and the car is running currently on the streets normally and I know the state it belongs to.

I dont have the VIP number though but that is not something on some of these websites ask for they only ask for the licence plate number and the state.

I think the license plate sites are a scam. don't give them a credit card number.

Back before the internet there used to be a big binder at the Registry of Motor Vehicles. It was chained to a big table. It had the license plates of every vehicle in the state in numerical order. You could just walk in off the street and find out who every vehicle belonged to. I don;t know how you would do it now,
