Soap does not really get dirty. Soap works because it is both oleophilic and hydrophilic -- it binds to both oil and water, so it attaches to oils on a surface, then can be rinsed away.

Yes, if your hands are really dirty and greasy the bar of soap can get dirty.. It is pretty easy to clean it though.
