I think the important piece and deciding factor is if the soap is *wet or not.* Dry soap can’t kill bacteria. The water is like an activator.
Wet soaps can develop bacterial grimes as well, (if left in a stagnant water source) so bacteria can definitely access the top and outermost layer of the soap.
If it’s a wet soap that hit the floor, I would assume the soap is still clean, unless it fell on some tangible waste. (The chemicals of the soap would kill/ overpower the “floor” bacteria).
Waste 💩 would cover a larger surface area on the bar of soap, and only transfer that material to the person’s next target-use, for the soap.
Concentration, is the real deciding factor, ofc. All soaps are what they are because of the concentration of their “good bacteria,” or chemicals that kills bad bacteria and/ or neutralizes toxic chemicals.
if soap hit the simple floor, where people walked upon, I’d say clean because of a low concentration of bad bacteria.
If the soap hit dog poo, (waste) I’d say dirty because a large portion of poo would be on the surface of the soap; if left unwashed, (I would assume) that bacteria would thrive, with the help of some stagnant, water source, accompanied with the soap.
Actually, soaps are used to clean and kill bad bacteria from natural life sources/ matter…
‘Cleaners’ are called cleaners, and have the job of neutralizing toxic chemicals, like acids-
so naturally, considering this, it’s clear that the measure of potency would always be low-
if the soap fell on natural contamination.
If it fell on toxic waste,
like something in a science lab,
the soap is dangerously contaminated
and shouldn’t be used, and will almost always be manipulated by the toxic chemical
or by then, would just create an entirely *new chemical.*
When you say “dirty,” the thing that would be respectably/ rationally in question, is the natural bacteria.

would natural bacteria be on the soap? Yes
could it kill a person? No
could it infect them? Low chances, but still a chance.
Is the soap dirty? By definition, yes, but temporarily, just until the bacteria dries out on the soap.
If the contaminated bar were left in a wet containment, then the soap would only get dirtier from then on.
To maintain the “cleanliness” of the soap, it must be washed as well, so the layer of water will wash away the layer of bacteria on the surface area.
(bacteria wouldn’t be able to penetrate the soap, ofc.
Only toxic chemicals and acids could do that, by *breaking away* the soap materials, or combining into a new form and based material).
Now to the floor part:
if it (the soap) is wet, the part of the floor which is *naturally dirty,* would be clean.
If it 🧼 were contaminated with (a layer or layers of) toxins, it would be compromised and still a level of toxic.
Any form of ‘just dirty’ and the floor would be clean
and the soap would be ‘dirty,’ in turn (having dirt or filth on it, until it was given a fresh rinsing-
to remove the layer of bacteria
