How can my dog get away with putting his face in between a strangers boobs and I can't?

I take my dog for a walk all the time and sure enough some woman will kneel over to pet him and he pretty much goes straight for the boobs.🤣

I wonder if this will be an acceptable greeting someday?

My dog goes to sniff anyone's crotch. Nose right in front sniffing or up your butt. I think he secretly knows what I like and is just showing off that he can get away with it.
