Robbing people of their healthy sleep is among the most antisocial behaviors there are. I have called the police on two or three such occasions. I like music and I am a good sport till midnight (law reads quiet time starts at 10 PM), but loud noise later than that and I get pissed.

You asked them to turn it down? If yea and they haven't I got you. When they do it place a Bluetooth speaker somewhere where they won't find it. And once they stop and go to sleep blast a sine wave for a few seconds then turn it off. Repeat for many hours. Randomly and when they eventually get stupid pissed and start screaming. Tell them to shut the fuck up and keep there fucking music silent

I think it is. Especially if the person in question is playing their music too loud while someone else is trying to rest. That's selfish and inconsiderate as hell.
