If we were to somehow find a way to give animals vocal cords, would they talk?

To talk as we do a years long training is needed... plus understanding of abstractions, culture which is related to the language and history... you for sure can teach with time such Animal simple words with simple meanings, related to their body, senses and simple observations... but nothing more...

don't expect stories from their side...

Some animals already have a simple language, for example prairie dogs have a mix of sounds for different predators and can even describe what a human is wearing to each other.

Animals aren't great conversationalist, feed me, go away, run away/after, I'm horny, and can I eat it? Would cover 99% of what's on their mind but that's still twice as much as the average human male.

Many of them have vocal chords, they just aren't shaped like ours.

If they were shaped like ours, we could teach them to speak human languages.

they could "voice" and a few of them already do that

but talking is definitely a higher process that involves the brain and thinking
