If you have a dremmel, take the grout off with that that and then sand it down to create a new surface. Mix your grout and apply with your finger. If you are referring to the white, it looks like caulk, so take a utility knife and cut-it/peel it away till the surface is clean, then reapply new caulk with your finger and a little bit of water.
There is a tool for every job & in your case you are not working with grout your are working with caulking.

Well firstly it isn't grout. That is caulking. Basically just a silicon adhesive that is used to protect from water damage. You can sand it, dremmel it, you can chisel it, you can use a utility knife to cut it. Though you may need to redo it
That's caulk. It should pull up with a small scraper and you can redo it with new caulk. Make sure you use kitchen and bath caulk when you reseal it.
That's not grout, it's silicone caulking. It will easily scrape off and you can put some more in there
Scrape it off and regrout.
