Why do some users on the site like to play cops/detectives?

And call out/accuse other users of trolling/being fake? If they do think a question is against the rules of the site, why not just reporting it and/or notifying a moderator?

I haven't a clue. If they are so interested in playing a role rather than just moving onto another question then they should ask the admin to be moderators themselves. I often wonder why people even take the time to answer a question they clearly think is (as you say) trolling or fake. Seems a waste of time to me. The big issue is that "trolling" is not even defined in the rules as to what qualifies. As a moderator for some time now I do understand admin's definition of it and how they like us to handle of it. I am not so sure users do since they have no clear definition of how the site views trolling. So what is trolling to them might be in their eyes but not in the context of how the site administrators view it. You are right though, they should just report it. Moderators have access to a list of reported posts from any user that reports. We review and either hide for review or approve the posts.

I don't know if they're trying to alert other users, so that they
report the question too, or if they just didn't like the question or the asker, but it's a waste of time in my opinion 🤷‍♀️
