It’s seems like anytime I’m near him he’s constantly “excited” but when I get him a partner he never seems to want her?

If the bitch is not flagging or showing she is ready.
if you are in the room he can likely scent you
Dogs can be weird with bitches

Also some breeds tend to be more ‘eager’

Oh he for sure was we tried breeding and with no intrest gis best friend was a harlaquin blue great dane, what makes you think a dog can't be gay , are they too stupid you don't give animals much credit they think and have personalities and can be gay read into some studies you will find it intresting i was not trying to make fun of your dog just giving you an example , a lot of basset hounds are gay

I don't know. I'm hardly an expert. Your dog is clearly attracted to you. Most of us would react the same way. A dog is loyal -- as am I and would react much the same way if I were in love with. Again, I'm not trying to make you uncomfortable and I'm sorry if I am but I know that I'd act exactly like your dog... Although, It's caused me know end of pain.
