Usually, it's whistling at them because they don't like being told they're beautiful in a backhanded way but, if you walk up to them and TELL them, they get pissed at you, too and might have you arrested for saying that to them.
It CAN also be saying stuff like, "Hey, baby! Wanna date?" Or, "Wow! How gorgeous is that?" Mostly complimentary stuff.
Now, I can clearly see why they'd get pissed at guys saying shit like, "Hey, can I fuck you?" Or, "Show us your tits!!"
