Its not really an eyes difference, its usually things like the bitrate and screen size. For example lets say you have a 1080P screen with perfect bitrate. Nothing matters beyond that point, infact content can look sharper if its 1080P.

How well you can perceive the artifacts and stuff depends on your device, on my phone with a 1080P screen its small enough to where I don't need anything more than 720P. On my 1080P laptop I can definitely tell and on my ultrawide I can tell very clearly.

But thats because they allow a higher bitrate for larger videos and that means even on a smaller screen you get less artifacting.

Answer was universal enough to apply, up to 1080P you can probably tell above it it depends on the bitrate.
