I ask because the brain doesn't fully develop until 25, but I still feel a 21 year old should know better.

Yes, but you have to be merciless towards animals that can be dangerous, such as scorpions, snakes, bears, and aggressive dogs.

yea obviously. the only 21yos that still have fun torturing or killing animals (unless it's hunting) have mental issues
