If someone fails their road test twice, does that mean they had a bad teacher?

Not necessarily. Some people just do not test well and get nervous, making mistakes.

VERY common. I tried to give my students so many tools to prevent that but the brain just gets hijacked, usually by anxiety. I hated to see that. So frustrating!!
