One of the most irritating gag questions is "why does he stare at me?" Well science may have the answer, it's because we've domesticated them.

In the experiment goats were given an unsolvable task to get at food. When they struggled they responded by staring at a human.

Apparently this is widespread. Domesticated animals when given an unsolvable task will often respond by staring at humans. As will babies and monkeys

One upon a time, long, long ago, a man would see a woman who appealed to him and walk up, grab her, thump his chest and say "Me... want... arrrrr."

Since then, we passed through a more gentlemanly phase as men became more domesticated.

We look at girls because we think they are beautiful and sometimes completely inaccessible. That's what we thought as little kids when we first started to show interest in girls: admiration and awe, mixed with a little dosis of fear. Guys never completely leave the phase when they were kids.

Domesticated, does that require gelding? I think your point is interesting and also amusing. You could be right. I believe that men stare because of a caveman brain function. Men do a sub conscious review of all women to determine if the woman is suitable to pass DNA. It is the male brain wanting is genetic line to survive.

probably for the same reason they stare at cool cars, trucks, heavy equipment or anything else that interests them. Because it sparks an interest, so they look/stare.
If they like what they see they will look/stare and move on.
