What's this structure for?

As you know, Aviatortom's being doing a series on the purpose of famous structures. This question follows in the same spirit.

This structure was recently built in Llandudno, North Wales, a seaside town famous for it's links to Alice in Wonderland and having a population of wild goats. It was once a thriving resort but not anymore.

The structure was ridiculed in the press and by local residents with one man noting "it's going to confuse the f*** out of a guide dog." But does it confused you? What's the purpose of the structure?

Correct answer is a sea defence wall to stop flooding during storms.

I'm guessing there is a lot of water flow and saturated ground. That wall probably goes deep enough to help keep the soil from being undermined and washing away.

The wall is flat on top because they are using rectangular blocks to build it, not poured concrete. The blocks will always be laid level, not sloped. The upper section has one more layer than the lower section.

You can see the drain along the edge of the road also. So apparently there is too much water to drain naturally off to the sides of the road. They want to take it completely out of the area.

They probably want this sidewalk to last longer than the last one.

I assume that's a retaining wall, designed to keep the soil behind it from sliding down. It may also include measures for re-directing ground-water run-off, and could provide use as a bench to sit on.

If it has some other purpose, I'm not aware of what that could be.

No it's not a breeding bench

You don’t breed on the bench, but you go there and you meet Single folks and you bring snacks and you share your snacks with other people then you get their phone number and then you meet for dating if that works out then you get married around that same location where you met

In the US, we call it a sidewalk (I think Brits call it pavement) with a retaining wall to keep water away if there's a flood. It's also a convenient place to sit down.
