Rain is needed not urine.
They need to figure out a way to create rain when there is none. There has already been a group in Santa Barbara called cloud seeders since the 80s. It has long been possible for crops and such. Grander scale maybe?

Ok , don't know if you know this but they have been able to make it rain since at least the 1960's there is a lot of bullshit behind the drought, I would not be suprised if someone lit that fire probably was paid to do so

Natural disasters can happen anywhere but I'm starting to think God is sending a message with the fire that hit part of L. A. county.

It may have been fireworks being set off on New Year's Eve. But fires in the state are often started by things such as dropped cigarettes, camp fires, or downed power lines. Then, that area has a phenomena, which you have probably read about, called the Santa Ana winds. They are very strong, dry and low humidity winds. The Santanas are notorious for spreading fires quickly. The winds also frequently blow down power lines, which can ignite fires and spread them rapidly. All of these factors combined with decades of drought and a tree beetle infestation that has turned trees by the thousands into firewood have combined to turn major portions of the state into a tinder box.
