Does the Bible support “half forgiveness” when justice still demands consequences?

The bible says Manasseh is one of the 14 tribes of Israel and Manasseh is associated with forgiveness because it means to forget, in Hebrew.

So when God includes the half tribe of Manasseh in the country census, God is saying, half forgiveness is acceptable when it is justified.

Full forgiveness means, I am not hostile to you for what you did and I do not want you to suffer any consequences for it.

Half forgiveness means, I am not hostile to you for what you did, but I still want you to go to jail, because your victim deserves their justice.

The Jewish bible teaches, half forgiveness is allowed in extreme cases, or in social training cases from a parent to a child.
