I actually don't think that is the case. I solely think that we pay more attention to them staring because their eyes are simply more eye-catching (pardon my weak pun 😛)

Some have bigger eyes sure but I think we have the habit to notice their eyes even when they are smaller or almond shaped, perhaps due to their striking color, although on social media some enjoy showing off their eyes but that is also reasonable because that is mostly what people on social media do. So maybe it is a combination of their eyes being more noticeable and a portion of them getting into the habit of staring more because they know their eyes are amongst their strong feature? No clue really 😅.
