Who decides what a bad word is and why?

I know how you say something also plays a part but there's words that were specifically known to be bad words, how do they decide what's bad word worthy? Does it have to sound weird or insulting? 😂

I couldn't tell you. It's funny though, when I played college soccer, the officials tolerated very little swearing from players, we didn't really talk like that anyway but the coaches had a pretty long leash. They could drop f bombs and other swear words but the second they put the word "you" in front of the word, they would get penalized or even tossed 😂 I guess, it went from them just blowing off steam, to them making it personal toward the official.

Society as a whole. There isn't a bad word government department but overtime different organisations have moved away from words that are deemed offensive or discriminatory. For example We no longer use the word "bastard" for a child born out of wedlock on birth records. As time passes the public attitudes change and we accept its not right to call that black guy at work a n** or the village gay a f*****.

Usually - society decides, but every individual can also decide for themselves by using morality and ethics.
