It's an ash tray, used to be found on the wall of men's bathrooms, back when smoking was popular. It was there to discourage guys throwing their cigarette butts into the urinals.
It's rare to find them in today's world.

  It looks kinda sorta like that. Maybe the put all the ash trays in the woman's rooms and the women's waste receptacles in the mens urinals where I am. They just don't read instructions when installing them. I competence! I want my weed back dammit.

  The HS girls in my school had one bin for three stalls n would kick it back n forth. Just misogynistic BS.
